Yes. We have agencies as well, but increasingly, people are just leaving stuff by the roadway for whomever needs it. I hear it's because there are so many of our homeless population that are wary of shelters and ANY institutions set up to help them. It is hard to get some people to go to a shelter even in the freezing weather. So, more and more direct contact is starting to happen here.
Sadly the same is happening here. The 'homeless' street people population is growing exponentially, especially with so many job loses during Covid,
and the grim downturn in the economy. There are indeed shelters but for various reasons (interesting to hear about them in articles and interviews)
many refuse to go there and prefer finding their own way on the streets. This leads to washing hanging over fences and bushes to dry, not to even
mention the lack of toilet facilities leading to unhygienic streets. An ongoing problem that is constantly under discussion with little resolution in sight

Someone seemed to have had pity for this mask, not wishing it to decay on the ground.
Or can you imagine any other stupid reason of disposing of this object here?

Yes, I can imagine a few stupid reasons. My first bounteous and gracious offering is to leave it there for someone else to reuse (eeewww!!). Whilst nearby, huddled amongst the bushes, patiently awaiting its mere moment of glorious sunshine, lurks the second reason - nearly as amazing as its cousin, the primogenitor - to wit, or whit, as suits the preferences of the ever so gentle reader, which is... artistic embellishment, as has been the favor of the human species since even before Andy Warhol.
There, two stupid reasons, perchance other gentle readers will be inspired to contribute their own missives in the style of their latest readings.
It appears it it time for me to turn away from light summer novels and back to some serious reading for a bit, eh?

Not an excuse, but I'll say here that those bleeders are easy to lose or mislay if you don't have to wear them the whole time (as is the case in Germany). It *has* happened to me as well, in spite of my firm intention to prevent it.

Still, there is no sensible reason to hang them up on a fence, so speculation and venting one's frustration is absolutely appropriate. But I've run out of steam in that regard ...

Is this kind of furniture disposal in the free nature frequent in your country?
We have a means of disposal called "Sperrmüll" (bulky waste): you pay a little money for a ticket that tells you when to put it in front of your house to be collected by the waste disposal firm. But even that does not keep some people from disposing it "wild" as we call it somewhere in the surroundings.
