As a plugin for GIMP, it is somewhat restricted (purely personal opinion) so I use it from the command-line through a bash script. The commandline for this effect was:
They're like the "illustration" and "watercolor" effects that Sony sticks in all of their cameras these days. Sort of cool that it's possible - looks interesting in one or two shots for about a minute. And then quickly, for me at least, wears out it's welcome. Nothing WRONG with it - it's all about personal taste anyway and it's not like I'm a literalist with my processing. But this kind of stuff doesn't work for me except as an EXTREMELY occasional novelty. When the grass looks like some sort of fantasy of hair, something's gone terribly terribly wrong!
