IIRC that was an emergency electrical generator. But my memory's not as good as it used to be, so maybe or maybe not.

Generically known as a RAT (ram air turbine). Engine powered generator fails, it's time to get the RAT out.

I looked up a great video of this plane in flight, and the story of how this wrecked was found in
the Alaskan wilderness, was totally rebuilt and then returned to flight status.
The video is well worth watching--And the Mustang is for sale!!
