Yes, I believe so. The location was on the California central coast, where I visit annually. A few dozen Anna’s each ferociously protect their few square yards of a long lantana hedge on the edge of a bluff. I have seen rufous (or maybe Allen’s) hummers there in the past, but only Anna’s for the last few years.Looks like an Anna's?

That particular little guy had some issue with the feathers near his beak. I don’t know if it was just a late molt or some other kind of damage or disease. He lorded over some prime real estate near the center of the hedge, and I saw him repeatedly over several days.
