A neighbor asked me to shoot a portrait of her today outside, to put on her work website. She notices me out taking pictures of birds all the time at the local lake and figured my camera would work better than her phone. I normally don't do people portraits so I told her ok, but she may end up looking like a Red Tailed Hawk. As it turned out, she liked the result, especially since it only took 5 minutes in the 30 degree temps.

The first one tells the story better. The 2nd image she looks like she's creeping on a innocent flower.
But if you have a wider angle (ie the first image is cropped) maybe consider leaving more room at the top, left and right because a lot of the story telling is "on the edge".

I also like the first better. I'm almost always happier have some context.

Really tight crops sometimes work well, but not generally when the entire subject is in the frame. e.g. this would perhaps be better with the LHS cropped half way across the LHS of the hibiscus, and halfway between the RHS of her eye and her ear on the RHS. Basically a square crop.
