Leica Flags, Banners, or just Random Bits of Cloth?

This was interesting - I walked into this alley a couple of blocks from the AME church, and saw these pieces of cloth or whatever they are hanging from the trees. So I asked some people, students probably, who were sitting in a window overlooking this scene, "What is this about?" And they answered "Those were always there." Which is odd, because I've not seen these before, and have walked this alley recently.
