...when I wake up in the morning and have a clear idea what neighborhood or park to go strolling today.

Do you have sometimes difficulty choosing where to go with a camera, and if you can't choose anything you might risk not going out altogether?

No, but I usually have an idea the day before. Just as relevant is deciding the time of day you'll be going out, I also check the forthcoming weather on the phone (sunny/cloudy) and occasionally when sunset is. This sort of thing provides a head start and once you've got this basic information, at least your decision whether to go out or not is an informed one. Having said that, if you have a small fixed compact it doesn't matter as they'll fit in your pocket anywhere you go out - you might not go out specifically for the purpose of photography but will just as likely end up up coming back with some shots taken.

I vaguely remember going out for photography.

I also have some fleeting memories of happiness, in general.

Seems like a LONG time ago.
As has been said to me once or twice before, “patience my friend”. Times will get better (they have to!)
