Film How to turn off this Forum Pop-Up?

Just about every time I visit, I get this pop-up asking the same question.

I can either agree, or I will forever be asked, over and over, endlessly, ceaselessly, forever, and eternally be plagued with this pop-up.

My options are to Always Receive, or Not Now. Apparently, "now" means "just for this visit to the site. You will be asked again the next time you stop by just to make sure you didn't change your mind".

It should only happen once. If you click the X or choose not now, it should go away and stay away.

It sounds like your browser is misbehaving. A workaround would be to go to your browser settings for notifications and change the setting to "block".
