Seen while taking some photos of cattle and cattle egrets in breeding plumage.

Don't judge too quickly; bin/ garbage collection is the morning after and I remember a time in this particular area, much more populated now than it was previously, when all this stuff wasn't put in (and on) the bin.

The scholars in our university town had a colloquium last night; these are frequent and hosted in multiple venues. It would not have been a successful event had their plastic beer cups not been left to festoon the area.
