We are facing very much the same issue here, due to the incessant daily scheduled power cuts.
The power cuts affect the sewage pumping systems (that generally disperse human waste directly out into the sea ... think about THAT)
So the pumping system fails, the sewage basically just flows out right there on the beach instead of further out at sea and - bingo!
e-Coli hazard and tourist friendly beaches being shut down. Right in the middle of the hot summer season.
Aaaah - and I didn't remember to mention the FLIES
