It also made me wonder but I just walked past it in the street and have no idea who it belongs to. Possibly a surfboard? That's a commonly seen item transported on roof racks here

For lashing things down I would guess. Bungees or ratcheting tie-downs. I'd bet the owner of the car goes by the name of "Skeeter."

I gave it a laugh but this is very frustrating dis-respect on the part of so many dog owners. I no longer have a dog but I still have to occasionally bag poop from my front yard. Yet we're not allowed to place signage in our yards.
