I learned about a filter named "Dream Smoothing" which is part of the free G'MIC plugin library.

Grabbed a random car picture of mine and ran it through. Love the results!

Not bad at all when you're going for that kind of effect.
Not unlike some of the Topaz filters from simplify or impression.

Yes, usually the painterly effects are not that interesting as they don't do a very good job to my taste. I saw one car image processed with this algorithm and saw how the straight lines are kept straight -- good thing for cars! Turns out it will also do a nice job on cyclists and background. It's a deterministic algorithm, this one, no random results every time you run it.
