Juvenile bald or young golden? Beak looks pretty tiny, which makes me lean toward golden. Did you catch the underside of the wings by any chance?
A golden would be pretty unusual in the GSMNP especially along the forest and riverside. I did see it flying. It was mottled like a juvenile Bald Eagle.
