This needs some explaining - it's crudely done, but it's quite a solid pun (in Swiss German): The first means "What do we want?", the second "Who are we?" - but both reference the town's name (Emmen), "Emmer" meaning someone who lives here ... The originals would read something like "Was wämmer?" and "Wär semmer?" - keep in mind though that Swiss German isn't a written language, so renditions may vary wildly; I tried to give you the local dialect version, commonly called "Mundart", i.e. "the way of the mouth", here. German speakers should keep in mind that in this dialect, words are often fused together relentlessly, as they are in many Southern German dialects.
