Apparently a nasty collision on the river, this is actually the Dartmouth Lower Ferry, plying its trade between Dartmouth (on the right) and Kingswear (on the left). There are two ferries crossing the River Dart at this point; the one in the foreground and the one on the far side of the river, which you can see at the end of the ramp. They do a fancy crossing manoeuvre mid-stream, while the traffic up and down the river has to weave its way through.
The pontoon and tug setup always looks like a temporary arrangement to me, while they sort out something more elegant, but it’s been like that since at least the 1970s when I first visited.
