In my part of the world, we'd call this a fly-casting boat.
One stands on the platform with a flyrod and works along the shore working the rocks, etc.
You need a willing partner to run the motor, or paddle; fun way to fish.
Yes @John King and @jbruce, it did see a little sad. I think the locals leave their gear by the shore, as there were more like these, usually in better condition chained to a nearby tree - usually used to row out to nearby yachts. This one definitely seemed abandoned.
Today, in the afternoon, as the sun was setting and lighting the curves. To me it is all light and color. I try to capture it from what is in my immediate neighborhood. Today was, again, the West Mooring Basin in Astoria, Oregon, US & A.
