Could you conceivably translate that sign as: "Dogs, please keep your master on the leash"? (As it seems to be addressed to the dogs by the larger font size.)"Please leash your dog".
Not a bad take, and not completely at odds with grammar, either. Besides, sometimes, closer to the truth.
