Honest Joe, the politician ...
The light's fake, and it's quite probably the same for whatever it is he's saying. I apologise in advance if I have misjudged him, but he looks very much like a politician giving a 'spontaneous' press interview.
I don't know who he is, little I heard was something about Medicare and Social Security. The lights were high for the video, both front and back – I expected a bit of "glow" but not quite as much cardboard cutout look (though maybe it's appropriate?)...
