Very German, this notice. You hire your last abode like a flat. When time is over, the grave is rented to somebody else and their bones thrown on top of you. Eternal unrest if your soul hasn't quit the place.

The latter doesn't exist anymore since decades ago. I have no idea what's being done with the graves that originally got the eternal permit.
To be honest, the message is somewhat more subtle: the family is asked to contact the city council.
The contract can always be renewed. What is mostly done when there are still close relatives alive.

But someone who leaves the grave in such a state shows that has lost any interest in the body lying here.
