So it's professional/licensed photographers for them from now on. I have encountered these things many, many times, especially with private institutes/establishments with management changes. Shooting inside a private location is becoming more and more of an incentive for system camera users, unless, of course, you're using a P&S or a GM5. There is usually leniency toward smartphones, which invade privacy instantly vs our offline shootings systems. In the case of ULA, it's just licensed/permitted remote cameras, whatever the system.
To be fair to ULA, though, some launch pads around the world do not allow any photos/videos to be taken, at all. The launch pads are usually perched/isolated so that photos that can be taken are after liftoff, not the exciting break from potential energy.
