1. That model and color came out about 1996, but it looks new. Everything on it is clean, except the drivetrain, meaning it gets cleaned off regularly but also gets ridden a lot.
2. The replacement tires are pretty good, not cheap.
3. The lock is also fairly decent, looks like a combo ABUS lock from Germany.

I've said this elsewhere, but this basic style of bike* is being replicated now somewhat by the better frame builders, albeit with disc brakes and slightly wider tire clearances, because it WORKED. They're phenominal little chameleons that can pull off many different kinds of duties extremely well.
* = similar geometry, rigid tail, frame drilled for racks and fenders, steel or aluminum construction, simplified gearing aimed at the lower end to clumb hills, flat bar instead of drops, etc.
